(Ada IC point of contact: Gil Austin) MISSION CRITICAL COMPUTER RESOURCES GUIDELINES ------------------------------------------------ DoD-Wide Guideline For Acquiring Computer Resources Under 10 U.S.C. 2315 (Armed Services Procurment Act) In accordance with 10 U.S.C. 2315, the Warner Amendment, computer hardware, software and services, delineated in paragraphs "a" through "e" below are exempt from the provisions of P.L. 89-306. These, together with other computer hardware, software and services, previously exempt from P.L. 89-306, are to be acquired in accordance with normal DoD acquisition procedures. To ensure consistent application of these criteria, all proposed acquisitions or utilization of any DoD general purposed computer resources requiring categorization as "Mission Critical" (i.e., exempt P.L. 89-306) whose primary application is other than those defined below shall be submitted for the Defense Computer Resources Board for review and approval in accordance with the procedures established by the Board. A. Intelligence Systems: Computer resources for intelligence community for the research and development of or use in its intelligence activities. B. Cryptologic Systems Related to National Security: Computer resources for the research and development of or used in cryptologic activities authorized by the National Security Agency. C. Command and Control of Military Forces: Computer resources in or used in the research and development of l) the National Military Command System, and 2) Worldwide Military Command and Control Systems, and 3) DoD Component command and control systems. D. Integral Part of A Weapons System: Computer resources l) physically a part of, dedicated to, or essential in real time to performance of weapons systems, 2) used for specialized training, diagnostic testing and maintenance, simulation, or calibration of weapons systems, and 3) used for research and development of weapons systems. E. Critical To The Direct Fulfillment of Military of Intelligence Missions: Computer resources in or used in the research and development of l) systems that will deploy as mission support in a combat environment, 2) war planning systems, 3) environmental systems supporting military missions (e.g. weather, oceanographic or satellite systems), 4) projects the existence of which is classified, 5) warning, surveillance, reconnaissance, and electronic warfare systems, 6) mapping, charting, and goedesy systems, 7) airlift, sealift, and port facilities, 8) military communications systems, and 9) logistics systems that provide direct support to operating forces or maintenance of weapons systems (e.g. organic supply, software support facilities for weapons systems, etc.).
