Peugoet 309 GRD 1991 Model - Rear Suspension sag ! ?

Hi to all
I have recently been stopped by the Met Police, becoz thay said that
my rear shocks needed replacing ?. The car has completed 190k, and
still going. I took the car to a garage, and they apparently replaced
the rear shock absorbers (struts), and the car is still sagging at the
rear ?. Would anyone know what the problem is, as I've now been told
by the garage mechanic, that the rear sub-frame or cross member is
bent ?. Don't know how this happened ?.
Looks like the fault has been diagnosed in-correctly ?.
Please could anyone send me appropriate advice as soon as possible.
