Amir,
The 309 has a rear suspension design similar to the 205 and 405. The
problem with your suspension is almost certainly that the rear
trailing arm needle bearings have rusted away with the resultant sag,
evil handling and tire wear.
The solution is to replace the trailing arm bearings. If the
suspension's been this way for some time, your crossmember may have
been irreparably damaged by metal-to-metal contact between the
trailing arms and the corssmember. In this case you will need a new
one.
Fortunately, some companies in the UK (I assume you are there) offer
rebuilt 205-309-405 subframe crossmembers for less than a new one.
In any event, be prepared for a fairly still bill to do the necessary
suspension work. Make sure someone who's already done a 205-309-405
does it - it'll be faster (and cheaper) that way. Also, ask the
mechanics to tap grease nipples into the trailing arms so you can
keep topping them up with grease and prevent this from happening
again.

PS: You are lucky that the police spotted this problem - the car can
become almost uncontrollable in the wet when this problem is
advanced. Our Canadian police are only interested in speeders -
absolute wrecks are given free reign (no MoT test here).
