The 405 single-overhead cam engine should idle at 850 rpm's. 5-600 is way
too low and obviously the cause of the stop light being on (engine
is not sure if it is running or not). There is a screw on top of the
rear throttle body (to the left of the air box). If you turn that
screw counter-clockwise a few times, you'll notice that the rpm's will
begin to increase. You aren't supposed to do this randomly, but I have
found that it is a good thing to mess with to fine-tune the idle. I am
not sure how it will affect your emissions. Hayne's recommends that
before you adjust this you warm the engine up enough that the cooling fan
has come on at least twice.
You might also need new spark plugs or an air filter, etc...
