The black plastic box was fitted in the '91 cars to protect the ECU from
water infiltration. In the '89 cars the area where the ECU is mounted would
clog with leaves and flood after a rain storm or carwash. In 1989, there was
a Technical Service Bulletin (TSB) issued that instructed all dealers to
seal the outside metal ECU case with silicon. I have seen '89 cars with
plastic bags wrapped around the ECU. I bought the parts for the '91 box and
installed it myself.
Once protected by the '91 black box, you should be fine.

The recall of early cars involved use of sealant (RTV) on the ECU lid.
