405 no heat

I'm trying to troubleshoot the total lack of heat in my 89 405 DL.
The fan blows. But I've got no heat on any setting.
The mechanic tells me all of the hoses are hot so they don't think it's an
airlock or any other circulation problem.
They wanted to take the dash apart to check the blend flap. I told them
not to bother I'd take care of it.
I have yet to cut the heater flap access hole in the side of the glove box .
