405 air intake flap control

Yet another question from me as I bring my relatively new Mi16 up to perfection....
This question is about the flap covering the hole in the upper bulkhead that allows ambient air into the heating system, not the usual hot/cold flap.
I looked at the dashboard heater controls and I can see that the control wire is properly connected to the horizontal slider that should allow the choice of outside air or recirulated air. Therefore I deduce that the wire is not connected at the flap end because it stays closed regardless of which position the slider control is in.
So I went to my donor car which has a properly-operating flap. With the bulkhead shroud removed (the piece with the "Made in France" sticker) and the heater blower removed, I can't find anything connected to the flap. It simply changes position as if by magic. The Haynes only has a diagram showing that something connects the control to the flap, but I can't find how the wire connects to it - on the working unit!
Do I have to remove the dashboard to find the connection?
