That's really a different story! A lot of us keep our old cars for parts, so the plate trade protocol would not work under your constraint in Manitoba!!

There is one thing I should add to this....
In Manitoba where we have Province owned/run car insurance you must
have disposed of your old car before you can move the plates onto your
newly acquired vehicle.
In Manitoba disposed means, not parked in the garage w/o plates it means, SOLD.
