Peugeot 1984 505 GL Front Brake Caliper Query

         I am in the final stages of finishing off my front end project on my
    84,505 GL wagon. I believe it has Teves calipers (at least that's what they
    look like in the book). There is, in the book, some mention about checking
    the position of the piston using gauge "8.0805" which one must rest against
    the upper part of the caliper.
         The manual says that one should, "...Correct the position of the piston,
    if necessary using a pair of circlip pliers, etc." Then it goes on to say
    "mask the pads with adhesive tape(?) and coat with PERMATEX anti-squeal
    compound."
         If I look closely at the piston in the caliper I can see a slightly
    machined surface on the outer rim of the piston, that takes up about 1/3 of
    the of the circumference of the piston. I assume that this slight
    indentation is what I have to adjust with gauge 8.0805.
         As the machined surface appears to be in the wrong position, and I have,
    of course, already installed the calipers, I will have to remove them to
    properly position the pistons. I don't have gauge 8.0805, but I think I can
    get close enough with a metal ruler and a protractor to guide me.
         My questions are:
              1. Why is this piston rotation important in the first place? I
    know all about the ratcheting mechanism on disc rears, but these are front
    brakes. Would there be a problem if I just put the pads in with the piston
    in the incorrect position?
              2. The manual says that, prior to installation, that I should
    "mask the pads with adhesive tape and coat them with PERMATEX anti-squeal..."
     I can understand the part about the PERMATEX, but masking tape?
         I would, as always, greatly appreciate clarification of the above
    questions as these issues are what is holding up completion of this job.
