    There is a small piece inside the lock that goes into the hole in your key
    when you insert it.
    This finger releases the steering lock when the key is removed
    Sometimes, especially when the key is removed sloppily this little finger
    does not pop to the side but remains in the key slot.
    When the key is inserted instead of entering the hole in the key the finger
    is pushed infront of the key to the bottom of the keyway preventing the key
    from going all the way in.
    A tiny hook slid along the bottom of the key way, with the hook up will grab
    the finger and you can pull it back up into place.
    The best hook is available from a locksmith supply, it is called an
    "extractor pick".
    If all this fails you can cut the hole open to the end of the key so the
    finger goes into the hole
    and the key can go all the way in.
    Lots of WD40 will flush the lock and help the movement of all internal
    parts
