An insurance value should be the estimated cost of calling up a dealer and buying a virtually identical car off their lot, at asking price. In the case of this car, that would probably be a European dealer. Look on a website like www.mobile.de for Peugeot 604's, find the cleanest and most expensive one being offered by a dealer, and take that as your baseline. There is probably a similar site in France, but this German one is what I'm familiar with and there are loads of European classics of all kinds on offer.
