Different Injection Pump?

On one of the cars here ('78 diesel wagon) there is a RotoDiesel
pump which does not appear in my manuals. It does not have a bleed
screw on the top fuel pipe union. Instead, it appears to have one
on the end of a cylindrical device fitted between two pipe unions.
This device is also link to the accelerator lever. I don't know
if the pump is properly blead or not.

The problem I am having seems to be no fuel pressure. The fuel
just dribbles out when I crank with loose injector unions. There
is not a spurt of fuel as I would expect.
