-the thing is for real;
-the move wasn't pushed by the feds but came as a result of
Peugeot's grandiose generosity. It is an internal thing, this is
why no TSB or NHTSA docs are available;
-the dealer inspects the lenses and decides for/against replacements
on a case by case basis. The old headlights go to PMA for inspection
and a refund is issued to the dealer;
-I didn't qualify for the freebie as my lenses "are not yellow enough"
(pretty relative criterium, don't you think?).
