The only engines that put out any decent power at around 1800 RPM are
aircraft or boat engines, because they have to put out full power at speeds
below about 2500 RPM. The propellers can't turn any faster than that without
losing a great deal of efficiency.
Have you thought of leaving the gearbox attached and running it in second or
third gear? That way, you can get the engine RPM up to the range where you
get some real power, but the generator turns at a slower RPM.
