It won't run right

Hello, am working on getting the latest Peugeot to run rpoperly. Have
replaced the fuel filter, fuel pump relay, ignition impulse generator in
dist. The fuel pump relay was bypassed when I got the thing and the fuel
line from the tank was leaking. So replaced line also. It will start
always and run. But when it is cold it will not take much pedal before
it will cough and spit. The wire runnig from the lambda sensor is not
attached to anything-could not find the wire to connect it to. When
warmed up for awhile the fuel pump whines as though it is tired. Is it
one of the happy sensors for the emission controls? Could it possibly be
a ground for the fuel pump? I looked for the ground for the fuel pumps
but could not find it. The electrical manual I have said it was on the
left rear of the trunk area. The tachometer needle is I believe giving a
false reading. It reads 1500 at idle and will not go much over 3,000.
Any ideas about what to look for will be appreciated.
