The specs. for the Pug 2.3l turbodiesel are:
80 bhp (59kW) at 4150 rpm;
18.4 kgm (144 lbft) torque at 2000 rpm.
I don't know its power at 1800 rpm, but you could possibly try it out.
Another option would be to use a gearbox.
