Luckily I have a governor gadget that was on the old gas engine. It's a
centrifugal-to-linear converter that is belt driven, I believe off the
crank pulley. Will have to take a better look at it. Anyway it was
designed to use changes in RPM to operate a throttle plate so I should
be able to connect it somehow. A summer project.
