compression test. Maybe step one is to remove the cams then. That will
immediately show any stuck/bent valves. If none, proceed with compression
tests etc.

I don't think that will work either. You won't be able to get a good
compression test with all of the intake valves closed. You would have to
re-time the camshafts and install a new belt first.
But, having removed the valves, you might be able to see if any of the valve
stems are a little lower than the others. That would be a sure sign of a
badly bent or stuck valve. However, this visual test would not be a 100%
guarantee that you have no bent valves, as it doesn't take much distortion to
make a valve inoperative.
