505D "Sluggo"

Sluggo's been even slower than usual lately (I know that is hard to fathom).
He/she/it groans up hills for a ways, but then takes off (well, sort of)
as if the turbo suddenly kicked in. Of course, I DON'T have a turbo D.
The injectors are new, the timing is OK, the fuel filter is clean--any ideas?
Where is the fuel pump in this car? Could it be clogged? Or, could there
be massive amounts of gunk in the tank that's accumulating somewhere?
I did notice some particulate matter in the filter, so that's what leaves
me wondering about the tank.
As usual, I appreciate your advice.
