More than likely it is the drain hose from the AC Condenser. Look on
the firewall about 5 inches toward the passenger side of the car from
the steering column, you should see or feel a short plastic fitting
sticking through the firewall. This is where the drain hose connects.
It should then be routed down to the ground for proper drainage.

I took out my starter, put a new one back in. and found a loose hose
sitting on top of my starter when I put it back in.
It's about 8 inches long. dirty inside. Looks like some type of drain
tube, One end looks like it was connected to something about 1/2 in
diameter, other end does not appear to have been connected to anything.

It is a J type looking piece.
