It should have 12volts during cranking and running.

I'd check your glo plugs to be sure you have 11 volts or so on it during the
glo
period. You didn't mention any white smoke out the exhaust - that would be
unburnt fuel. At this point I'm inclined to think your glo plugs aren't
getting juice
or more than one is burnt out.
