505 electric fan not engaging

I can't seem to get the electric fan in my 88 505 Turbo (manual - one fan) to
come on. When I short across the proper connectors in the fan relay socket,
the fan comes on. I've also tried another diode on the input to the relay. The
engine fan clutch engages so I assume it's not the sending unit on the
radiator and I just retrofitted my AC to use R134a coolant (will post results
after a week). The fan doesn't come on with the AC either. So I have
eliminated the fan, sending unit, relay (new relay bought at local parts
store, have tried two others), and diode. What else could possibly be the
problem?
