I believe that if the ex valve is plugged you get a below normal reading on the lp gage. This is because the gage goes between the comp and the valve, when the valve is clogged (common) the suction side of the comp. is pulling across a restriction. Always replace the dryer if your system is out of freon, they are very cheap ($40ish) and are often the cause of clogging in my opinion.
