'84 505 Heater core/valve mystery

My heater on my '84 505S TD S/W works all or nothing -- either roasting you or freezing you, depending on where the temp lever is set. I noticed on a few parts cars that the temp lever is connected by cable to a valve in the inlet to the heater core, which seems a logical candidate for the culprit. But I also noticed that coming from that valve is a copper wire or tube, which extends into the heater core compartment and is then wrapped in a wide spiral and pegged to the front of the heater core. It does not tap into the core itself, it merely is pegged to the surface. What is the purpose of that copper wire/tube? Is it possible for me to replace only the coolant flow valve, and either cut the copper wire/tube entirely or else solder the cut end of the old wire/tube to the new valve's wire/tube?
