I think you can do it by slipping the belt over the compressor and then
slipping half of it over the crank pulley (from under) and then turning the
crankshaft clockwise until the belt seats all the way. The space is tight
and I think Peugeot has a special angled tool that gets to the crank bolt
from underneath. On my TD i have used a shallow 27 mm socket with a
ratchet with the auto transmission in neutral. This might save you from
having to remove the whole compressor or power steering unit. Good luck.

PS: removal is same procedure except you begin by slipping off a little of
the belt from top of crank pulley and then crank clockwise until whole belt
slips off.
