Actually they have wonderful heaters, something must be wrong with yours. My only problem has been every fall it sticks occasionally, but that always goes away fast. It has always kept us comfortable even in temperatures well below zero (F).
In the summer the temperature control does not work as well as with the heater, due to the placement of the sensor on the top of the dash in the sun.

Any words of wisdom to do with this system, consistent heat seems to be
a problem. It's OK if I recycle the inside air, but that creates other
problems.

Any experiance with the water valve sticking, reducing flow to the
heater core, etc?

Or, do these Pugs just have lousy heaters?
