sand to bare metal to repaint oxided paint/clearcoat?

i am having my 89 mi16 repainted. I am comparing estimates and one shop
mentioned that they would prefer to sand the flat oxidized surfaces down
to bare metal before repainting (this would be the trunk, roof and
bonnet). their claim is that this is necessary to prevent future
clearcoat oxidation. This will add to cost so my question was why not
sand down just to the primer? After all, its not the primer that has
caused the clearcoat to oxidize.
Is this shop giving it to me straight? Is it really necessary to go
down to bare metal?
