MPG on a 3 speed TD?

I have been getting 22mpg on my 82 TD. I am wondering if this is incorect? I
did have two fuel leaks. One form the fuel cap and the other from the
filter. I fixed both of them. I belive the timing chain is out of wack. The
thing is I ONLY see smoke when the car is cold. I tried driving behind it
with my friend flooring my car. I didn't notice any smoke at all. Thanks for
