Carl.

Easy. You may indeed have seen your test light indicate good voltage
at the solenoid, but as a matter of fact, you were probably only getting
about 6 or 7 volts. Not enough to get things running. The fact that you
have voltage at the solenoid indicates the neutral safety switch and
ignition switch are functioning properly.

Typical Pug problem. Relates to the series of contacts the ignition
system runs through. You could fix this by cleaning all the contacts and
such, but it will probably just return.

A better solution is to get a 12 single pole relay from Radio Shack.
Wire the coil windings to the solenoid actuating voltage and run a separate
wire directly from your battery (plus) to the contact of the relay. The
other end will go to the solenoid. This solution will make your car start
with the key.
