If the gas is leaking out of the carburetor, you may have a loose main jet.
You should see and smell gas if it is leaking.

Perhaps the enricher valve on the side of the carburetor, to which the
choke cable is supposed to be attached, is disconnected.

Poor starting in damp weather may be due to a dirty fiber washer behind the
terminal on the side of the distributor where the small wire from the
ignition coil attaches.

The original oil filter may have been a copper screen element, which only
requires cleaning, but really should be replaced with a replaceable paper
element which is a better filter.

Or, if the car has an alternator, not a generator, you can change out the
oilfilter base to take a spin-on oilfilter. Spin-on filters are easier to
find than cartridges.

I have all the above parts, and free advice, if you need same.

The wire mesh airfilter is cleanable with gasoline if it is not rusty.
