505 STX, Starter won't disengage, Help!

I am trying to help a fellow Peugeot owner with his starting issues.
I arrived to a car that had its battery completely run down.
I hooked up my cables to give it some charge. As he reported when turning
the ignition the starter will engage, but when he backs off turning the key
it continues to crank away. I know the owner is not one to tinker, so its
not "user error". I checked the relays and all the Bosch ones will engage.
As I'm not an EE I don't know if the Cartier ones will. (swapped them
anyway). I saw something similar to this happen at Pat Whale's shop. A car
came in with the cruise control switch engaging the starter.

Any ideas?
