505 Turbo-surging at light-moderate throttle

My '88 505 Turbo has developed a problem where it is impossible to drive at a steady speed, especially in traffic in 2nd and 3rd gear, between 2 and 3,000 rpm. It's as if throttle is opening and closing very slightly causing the car to accelerate and decelerate-it's enough to be extremely aggravating. I also have to really step on the accelerator to get the car to get out of its own way. I've checked the ignition timing and it's correct. I think this happened once before and that it lasted a couple of weeks and then cleared up on its own. Any ideas would be appreciated!
