504 Lighting Question

My highbeams are not working on both the inner and outer headlamps. The
2 outside lowbeams and all parking lights work fine. But, when I turn
the lights to high or when I push the quad lever down to shine my
highbeams (ie to signal someone with my highs) nothing happens. There
is an almost square and orange relay/fuse (I'm not sure what it is) on
the driver's side of the engine compartment attached to the wheelwell
that makes a click (and always has) when I turn the lights to high. But,
it doesn't make a noise when I just turn on the parking or lowbeams.
Could this be the problem and need replacing? I remember replacing one
10 years ago that had something to do with the a/c clutch fan on a 505.
