Peugeot 505S electrical problem

1984 505S has the following problem: turning on the a/c blows the number 3
(20 amp) fuse - slowly (takes 15-20 seconds). The relay behind the left
front headlight checks out o.k.; the thermostatically controlled electric
fan works ok when the a/c is off. Is there a way to check the electrical
clutch on the a/c compressor? Is there another relay somewhere? Anything
else I am missing? Thanks.
