Jay,

I called Peugeot NA in NJ about importation info for a 405, and they
were totally unaccommodating, refusing to confirm that the 89 models
require only a modification to the bumper shock absorbers to qualify.

However, according to the information on the Transport Canada website
(http://www.tc.gc.ca/roadsafety/ImportUSA/english/im3peu_e.htm),
you can bring an 87 into Canada as long as it is NOT equipped with a
passive restraint system. I can't remember whether a PASSIVE system is
those stupid electric seat belts, or is that considered an ACTIVE
system for passive drivers?

I assume the agency you've been in touch with is the Registrar of
Imported Vehicles (http://www.riv.com). Not the most useful group of
people either, IMHO.
