I really don't know if that applies to normal seat belts, and which are beside the b-pillar when not in use, and behind glass not Plexiglas (plastic) like race cars
To be sure, you can compare (visually and maybe even with a _little_ scratching) that whether the exposed parts differ from hidden parts or not
BTW: if seat belt performance really degraded 80% in less than 2 years, the law would require replacing them at least in one corner of the globe!
