I am surprised that you dismiss so lightly, a regulation that was designed to cripple imported cars: After all, let's not forget that US needs to protect the local vehicle industry otherwise they'll become extinct like the British industry: Surely, you don't expect a fair (level) playing field, do you?

PS. I seem to recall that the French that something similar to imported VCRs (as they had no locally manufactured makes).....

Having used both DOT and E code lights in my own cars, I have

inefficient at using the light from the lamp, they glare more to
oncoming drivers, they suck in low visibility/fog situations... need

The E code lights, on the other hand, put a nice even spread of light
over the pavement, they appear to be a great deal brighter with the
same wattage lamp, the cutoff is sharp and stays out of the eyes of
an oncoming driver, high beam performance is unbeatable, and the low
beams work great in fog...
