    Sometimes the rubber hose connecting the primer pump in the tank to
    the steel line that exits the tank comes loose and allows air to be sucked
    in. This can result as it did in my turbo with no run below 1/3 tank.
    In your case it may be lowering the fuel pressure to more normal range
    because your fuel pressure regulator on the rear end of the fuel rail is
    keeping the pressure to the injectors too high.
    Connect a pressure guage on in place of the steel line to the cold start
    injector at the front of the rail.
    The pressure varies with engine vacuum the values are in the manual
    but it should be about 3 bar or 45 psi if my memmory is working.
