This sensor detects the injector pulse width for use by the EGR ECU.
The ECU uses this information in combination with data from the air
flow meter, altitude sensor, a coolant temp sensor, and an engine
speed sensor to determine the *exact* quantity of EGR needed. The ECU
operates the EGR valve and the solex valve in unison to attain the
correctly EGR quantity.
Honestly I don't know what the ECU does when it's missing an input.
Sounds like it can't be too bad if there is no excessive smoke.
Chances are the ECU may not inject EGR at all, or just inject a very
small amount.
The boost is controlled solely by the wastegate actuator and is not
tied to the EGR system.
