The HVAC ECU controls all that stuff--located behind glove box (to
the right of the injection ECU). For reference, I think there's a
relay bolted down to one of the ECU's mounting bolts.

The HVAC ECU has measures the temperature of the heater core,
evaporator, outside air (cowl), and passenger cabin. It uses this
plethora of data to control the coolant valve and A/C compressor.

By federal law, the "default" mode must be full heat and windshield
defrost... I would think that disconnecting the coolant valve would
    result in full heat.
