    Ken, you keep playing with that primary carb and don't mention if anything
    was done to the secondary. The amount of times that you have had the intake
    off and on, it is probably plugged up solid and a good part of your problem.
    The secondary works at idle and at 60%+ throttle. If the idle passages in it
    are plugged or malfunctioning, you'll never be able to set the idle with the
    primary as it mainly fine tunes the settings. Before you go any further, I
    would suggest that you take a look at that carb.Clean it up and see what
    happens.
