Peugeot Strange lock/key under steering wheel.

    Hello,
    I have a 89 505S and Was wondering what the heck the lock under my
    steering wheel is for. It has a key that is similar to a freezer key
    and you put the key in and push the lock in.

    Also, I do have a security system aparently, but no remote. I have
    seen the red light (not working) that is next to the cruise control
    button. Have also seen the horn that has an on/off switch under the
    hood. Do I need a remote for this? How do I work this?
