    I'm not sure, but if your car is a turbo diesel, then
    the tach would most likey be driven mechanically with
    a cable or driven electrically by a signal generated
    by the alternator. The electric signal from the
    alternator is the most likely means (common on VW
    diesels), and its possible that the alternator has
    been replaced with one that does not have a provision
    for a tach signal, or the wire hasn't been connected,
    or the tach is simply dead. I have seen tachs that
    have taken permanent vacations.
