Peugeot misteriuos relay or ... who knows????

    Hi everyone,
    a month ago in a not so cold morning my battery gave me up. After a
    jump start and topping up with some water it was doing well for some
    time a few weeks (thanks God), but nothing lasts forever. Anyway a
    few day ago the same occure again and this time before realising
    that the real problem is the battery I though is up to charging it
    properly. It happens as i learnt evetually the battery is gone
    (does'nt hold the charge any more and drops to 10.2 V for a night).
    So the problem I have is that when I was trying to find out what is
    wrong I discovered that there is a permanent drain of the battery
    0.15 Amp. The current goes via shunt in the fusebox on the RH side
    of the battery under the bonnet and from there a relay clicks every
    time when I connect or disconect the battery or pull out/push in
    the bridging bracket left side between the 30 amp fuses { 30 [ 30
    30, [ [ [ 30 }. The relay is located in the eng side behind the
    glovebox, along with two more relays sitting on the top of a metal
    box which I believe(rather suspect only) to be the ECU. The relay
    itself with ignition key out does not do anything else (or at least
    it appears so to me) than empowering fuses 10, 13 and 14. With the
    relay or the bridge out the only affected system seems to be the
    rear electr windows. Haynes fuse 10 is for the windows, 13 spare(
    what is realy doing then) and 14 for ABS which in I don't have.

    SO THE QUESTION IS:
    Is it normal the relay I described above to be pulling so much
    current (0.15 Amp) and what is its mission at all and whether this
    my affect my new battery?
     
    In haynes everything is a bit muddy (esp the electrics look like to
    be enigma for the authors as well)+ the model I have is not so
    clearly stated at all.
