    That is probably a relay gone bad.

    As for your drainage problems it sounds similiar to what happens when the
    diodes in the rectifier of the ALT go bad, try disconnecting the alternator
    (electrically) if the problem disappears there may be a possibility that the field
    that is initially created to 'excite' the alternator is constantly on and not
    being shut off when the car is turned to OFF.

    I figure this would be easier to do than checking all 20 or so circuits that
    your car may have.

    Does your car have any kind of electronics added that require memory power
    (constant +12V)?
