Here in Calif when you purchase or sell a car (used) there is an area where
you can check off if the car has plates or not. It fairly easy enough to get by
the CHP, you just need proof that you bought it, usually a bill of sale and
some copy of the registration and you NEED to have insurance on it if you are
going to drive in Calif.
You can get temp insurance from your insurance company for the trip or what
not.
As for the Oregon plates I dont know how they are about driving around
without them.
Check with the Oregon DMV or Oregon Highway Patrol, Call up CHP they should
be able to help you no problem with getting info or the phone #s you need.
But make sure to get the Officer that answers the phone his or her
name/badge#.
That will help back you up IF what you were told by the officer over the
phone was different from what the trooper who may pull you over says.
Here in Cali the plates stay with the car not the owner.
