    I agree, same here in Calif, the registration doesnt matter, if he wants it
    for another car cause of the numbers or something, such as if your old plates
    were accidentaly 405 PUG then that would be SWEET but doubtful.
    Plates for trailers are different.

    You should get in contact with the Oregon DMV/CALIF DMV and both states
    Highway Patrols.
