    This doesn't address the California issue, but re Oregon Plates & temp
    registration:

    In all of my transactions over 30 years, buy and sell, the plates have
    stayed with the car.

    Relatively recently, instead of 5-15-30 day (or whatever) temporary
    permit, Oregon now issues a 20 day temporary permit for $20 (I might be a
    little off on the time frame or $ amount) but the critical issue is that
    you can only renew it once.

    I do not know how this would affect a new owner, driving it to CA, where
    the previous owner has used up his allocation.

    There are a lot of cars on the road that couldn't pass the
    environmental/emissions test that would perpetually renew a temporary
    license instead of fixing the car (why do I know this? - ask me about my
    #$#^ Acura legend! Oh, the fine is $60 for driving without a current
    registration or permit.)

    With nothing more than routine maintenance, I have never had a problem
    with the emissions test on the 1987 505.
