3 mi16's, 3 broken tensioners. every time i've put on this 39.5 inch belt and
    tensioning works fine........

The shorter belt is a good EMERGENCY fix. The damage I am refering to is
the long range damage to the other components. To pick an example the water
pump, if the tension is greater than spec's, then the bearing is worn off center
causing the seal to wear faster and fail. Alternator, the fields could be
pulled off center, causing early failure. This early failure is not immediate,
but once started will continue. Nothing mechanical will last forever, but its
life can be prolonged with proper scheduled maintenance.
