The theory and design of the wiper blades, is for the blades to wipe
across the glass and clear moisture off. They do this by dragging the edge. The
design of the arm is such to allow the blade to "flop" from one side to the
other to allow for the blade to be dragged. If the arm is not adjusted for the
blade to sit at a 90% angle to the glass, the blade will drag in one direction
and try to push in the other. By trying to push, the rubber tries to stick to
the glass and the power continues, causing the blade to dance on the glass
rather than wipe. The earlier types used on flat glass was simple, because you only
had one gap to be concerned with, for adjustment. Today's cars have curved
glass, so they use a series of arches to cause the blade to sit flat on the
glass. With each arch, there is more gaps to be conserned with, to allow the blade
to flop. The combined gaps may be worn and not keeping the blade in a 90%
position, not allowing the blade to flop.
Other areas to look at for proper operation of your wipers is the
linkage, from the motor to the transmission (the post the arm attaches to) to insure
they are not worn and is properly lubricated. The arm is also adjusted as to
not strike either edge while in operation.

Hello there Pug fans , I'm the proud owner of a 306 (UK Y-Reg) and was
wondering if anybody has had any trouble with the wipers of their car as when I
put mine on full they work like a charm but if I put them on intermittent they
judder quite badly on the downstroke and I'm at a loss as to the cause ? Does
anybody out there have any ideas as I dont want to change the motor only to
find out its some daft relay !
